PTO Shift Lever

Hello- does anyone have a solution for fixing this ?
My PTO shaft broke off in the field and I could not find the shaft on the ground & it appears it has been cut previously.
I was thinking I could perhaps force a 20mm deep well socket onto it- then hammer a 14mm piece of rebar or threaded rod into the top of the socket?
I went around to several junk yards with old T-40A parts, and all of them were the same - cut off!!
Is there a reason for doing this?
